Registration of Singaporeans overseas

All Singaporeans residing in the Philippines are strongly encouraged to register with the Embassy. In times of emergency, this will enable the Embassy to contact you and provide assistance quickly. Registration can be done on-line through this link: https://eregister.mfa.gov.sg/

Singapore passports holders

Application/Renewal

The Embassy accepts applications for Singapore Passport. As these applications will be referred to the Immigration & Checkpoints Authority (ICA) for processing, the expected turnaround time is three to four weeks upon application. Please note that you will need to collect the passport in person when it is ready. More information and the relevant application forms are available at the Embassy or online here.

Loss of Passport overseas

If your passport is lost/stolen, you will need to do the following:

1. Lodge a police report (in the country of loss) and ask for a copy of this report. Alternatively, you can execute an Affidavit of Loss with a public notary or make a Statutory Declaration at the Embassy.

2. Bring two passport-sized photographs, taken against a white background in matte finish.

3. Please report, in person, to the Embassy’s Consular Section. Bring along the copy of the police report or Affidavit or Loss and documentary proof of your citizenship and your identity, preferably with your photograph on it e.g. Identity Card, when you do so.

Notarial services

The Embassy provides notarial services for official documents to be used in Singapore. Please bring along your passport and/or identification card for identification purposes along with the document that needs notarial service.

All notarial services are strictly by appointment only. Please call ahead of your desired appointment time [+63 (2) 8856 9922] to confirm our officer's availability. Consular services are open for submission of documents from 9.00 am to 11.30 am; collection of documents are from 2.00 pm to 4.00 pm from Monday to Friday, except public holidays. Please note that processing time may vary for each service.

Witnessing of Signature for Affidavit

The Embassy witnesses signature on Affidavit for use in Singapore. You are required to bring along the document(s), completed but not signed; valid identification documents such as passport or NRIC; and any supporting documents as required.

Required:

1. Affidavit form/s;

2. Current valid passport or any government-issued ID

Notarial fee:

• Php 170.00 per Affidavit

• Php 50.00 per exhibit

Processing time:

• 2-3 working days

Witnessing of Signature for Statutory Declarations

The Embassy witnesses signature on Statutory Declaration for use in Singapore. You are required to bring along the document(s), completed but not signed; valid identification documents such as passport or NRIC; and any supporting documents as required.

Required:

1. Statutory Declaration form/s

2. Current valid passport or any government-issued ID

Notarial fee:

• Php 210.00 per Statutory Declaration

Processing time:

• 2-3 working days

Witnessing of Signature for Documents (excluding Affidavit and Statutory Declaration)

The Embassy witnesses signature for document such as Power of Attorney, CPFB forms, etc. You are required to bring along the document(s), completed but not signed; valid identification documents such as passport or NRIC; and any supporting documents as required.

Required:

1. Document/s for witnessing

2. Current valid passport or any government-issued ID

Notarial fee:

• Php 720.00 per witnessing certification

Certifying True Copy of Documents

Please bring the original and a photocopy of the document as the original document has to be seen and compared with an extract photocopy of the document.

Kindly note that only documents issued by the Singapore Government such as birth/death certificates, birth/death extracts, marriage certificates can be certified at the Embassy. Other documents without the Singapore Government's seal must be legalised at the Singapore Academy of Law first.

Legalisation of Documents

Singapore is a party to the Apostille Convention. Documents issued by the Philippine Government only require an Apostille instead of Authentication Certification as proof of authentication to be used in Singapore. After being Apostilled by DFA, there is no need for the document(s) to be legalised by the Embassy.

Certificate of Clearance

A Certificate of Clearance (COC) is issued by the Criminal Investigation Department of the Singapore Police Force (SPF) to certify that a person has no criminal conviction within a stipulated period of time of residence in Singapore. More information can be obtained from the SPF website at https://www.police.gov.sg.

Applicants who are non-Singapore Citizens

W.e.f. 16 May 2024, non-Singapore Citizens applicants are no longer required to submit an Appeal to Apply for a COC. Applicants may submit online application at https://go.gov.sg/spf-applyforcertificateofclearance using Singpass/FIN number.

For non-Singapore Citizen residing in Singapore, you will receive a notification to book an appointment to have your fingerprint impressions recorded at Police Cantonment Complex, upon payment and submission of the COC application. The COC will be issued to you upon recording of your fingerprint impressions at Police Cantonment Complex.

For non-Singapore Citizen residing overseas with Singpass/FIN number, you are required to have your fingerprint impressions recorded at an authorised institution in the applicant’s country of residence (such as police stations) and mail the original fingerprint impressions along with your COC application receipt to COC office. Upon receipt and verification of your fingerprint impressions, the COC will be mailed to the postal address as indicated by you in the online application form.

For non-Singapore Citizen residing overseas with no Singpass/ FIN number, you are required to write to the Singapore Ministry of Manpower (MOM) (for employment pass holders) at mom_wpd@mom.gov.sg or the Singapore Immigration and Checkpoints Authority (ICA) (for student pass holders, Singapore PRs, short-term visitors) at https://www.ica.gov.sg/feedbackform to check on the NRIC/FIN number. Once received, you may log in to https://go.gov.sg/spf-applyforcertificateofclearance to submit the online application including making payment to process the COC application. You are also required to have your fingerprint impressions recorded at an authorised institution in the applicant’s country of residence (such as police stations) and mail the original fingerprint impressions along with your COC application receipt to COC office. Upon receipt and verification of your fingerprint impressions, the COC will be mailed to the postal address as indicated by you in the online application form.
